In accordance with the Directive 2014/24/EU of the European Parliament and of the Council of 26 February 2014, a central purchasing body (CPB) is a contracting authority providing centralised purchasing activities, that is making acquisitions, managing dynamic purchasing systems or awarding public contracts or framework agreements for other contracting authorities (CAs), with or without remuneration.
CPBs could operate in two different manners : as a wholesalers by buying, stocking and reselling, or as intermediaries, by awarding contracts or concluding framework agreements to be used by CAs.
CPBs operate at different levels : central, regional, or sectorial (e.g. in the health sector).
The CPBs Network exists since 2012. This is an informal network involving central purchasing bodies (CPBs) of some Member States of the European Union or other countries of the European Economic Area (EEA).
The Network has been created in order to offer to the CPBs, despite of their differences, the opportuny to discuss about the main challenges they are facing in the field of public procurement, and to exchange best practices.
The Network meets twice a year, in Spring and Autumn.
